North East Vanguard Programmes

NHS SBS has a track record of delivering bespoke procurement consultancy work to its customers including mini competitions, request for quotation (RFQ's), strategic guidance and legal support. In addition, we also provide a large portfolio of frameworks across health and corporate services categories.

Recently NHS SBS was commissioned to conduct a procurement for the evaluation of new care models being implemented through the North East Vanguard Programmes. North East Vanguard members include: All Together Better, Sunderland MCP Vanguard, Northumberland PACs Vanguard, Newcastle Gateshead Enhanced Health in Care Homes Vanguard, North East Urgent and Emergency Care Vanguard and Northumbria Foundation Group (ACC).

New care models are one of the first steps towards delivering the NHS Five Year Forward View (published October 2014) and supporting improvement and integration of services. These models aim to catalyse the widespread adoption of new models of care that improve the health and wellbeing of patients, the quality of care that they receive and the efficiency of the overall system.

A central aim of the Vanguard programme is to learn from the Vanguard sites with the intention of spreading these models across the NHS. Evaluation will be critical to establish which produce the best experience for patients and the best value for money.

NHS SBS is using its procurement expertise to develop a compliant solution to procure the right providers to undertake the evaluation process for North East Vanguard Programmes. In this instance we've established that an RFQ process managed through an online tendering portal will allow for a fair and transparent process; whilst meeting the Vanguard Programme's main objectives and ensuring best value for money.

Suitable providers have been invited to bid for the work and will be assessed on defined pricing and quality criteria. The award will be based on the most economically advantageous tender (MEAT) principles.

Upon award, the successful provider will have been thoroughly evaluated and signed up to the contract terms and conditions by NHS SBS, significantly minimising the risk of contract failure. Through following best procurement practice the Vanguard's will also be able to demonstrate that they have achieved best value for money.
