Addressing staff shortages is challenging when the NHS workforce is growing, but not rapidly enough to keep up with patient demand and waiting lists. Technology can help to ease the pressure, improve patient care, and support remote monitoring.
The NHS Long Term Workforce Plan, states there are constraints in the NHS’ ability to transform the way we look after our patients, and there is a directive to train, retain and reform to make sustainable progress on core priorities for patients. Reforming and working differently enables innovative ways of working, and the use of more diverse roles and skills, combined with technology, can lead to care being delivered remotely and at home via virtual wards. The NHS’ ambition is to have 40–50 virtual ward beds per 100,000 population that cover a broad range of health conditions.
The Technology Enabled Care Services 2 Framework Agreement can help this shift by freeing up capacity in over-stretched workforces by providing the technology that enables you to implement virtual wards. It provides access to faster and more efficient pioneering technical solutions that directly improve patient care by supporting remote monitoring of patients via technology at home. Virtual Wards help to free-up hospital beds and reduce the need for patients to travel, maintaining the independence of the patients, and supporting the reduction in discharge backlogs, as only patients that need to be in hospital are.
This framework agreement forms part of a wider solution that focusses on digital transformation for better patient outcomes, supporting you to achieve, NHSE digital transformation targets.

What does this framework agreement cover?
Promotes the use of technology enabled care solutions and improved provision of integrated care across health and care organisations. Utilising both SMEs and national providers, to deliver either a single service, bundled service or provide a fully managed service.
The framework agreement has been structured into the following lots:
NHSE has released guidance to simplify purchasing IT and digital goods and services in the NHS. As a part of this guidance, NHSE has endorsed 38 framework agreements as the most optimal routes to market for NHS buyers. Two of six lots comprising the NHS SBS Technology Enabled Care Services 2 Framework Agreement – remote clinical monitoring and intelligent activity monitoring – have been endorsed by NHS England as a recommended route to market for digital and IT spend across the NHS.
