The Public Sector Construction Consultancy (PSCC) Framework Agreement is a new, fully compliant procurement route for public sector organisations to access a comprehensive range of construction related consultancy services. The PSCC Framework replaces the existing Healthcare Planning, Construction Consultancy and Ancillary Services (HPCCAS) Framework Agreement, building on its strengths while introducing an updated, future focused approach aligned to current and emerging policy requirements.

Delivered under the Procurement Act 2023, the framework agreement will support transparent, fair and efficient procurement across 11 specialist Lots, covering disciplines such as multidisciplinary services, project management, architecture, engineering, surveying, net zero and sustainability consultancy, and healthcare planning.
