Tackling NHS elective recovery targets is challenging when faced with a backlog of patient appointments and limited capacity to deliver services. 

Waiting lists continue to grow at a rate hospitals find challenging. At 7.6 million, the number of treatments and the 6.4 million people waiting for them remains stubbornly high. The latest NHS figures show 41% have already waited longer than 18 weeks, while 282,664 people in England have been waiting more than a year. Lord Darzi’s independent investigation states that the NHS must rebuild its capacity to get more people off waiting lists and back into work.

NHS England’s Delivery plan for recovering urgent and emergency services commits the health service to ease the growing pressure on hospitals by scaling up the use of virtual wards.

The NHSE 2024/25 priorities and operational planning guidance states that as part of recovering the NHS’ core services, trusts should be improving access to virtual wards by ensuring utilisation is consistently above 80%, with a focus on frailty, acute respiratory infection, heart failure and CYP.

Current NHSE guidance is also driving the digitisation of virtual wards, with a view to soon have all virtual wards enhanced using technologies, such as for remote home monitoring.
