Over £1 billion has been allocated to the Public Sector Decarbonisation Scheme (PSDS) to support the transition to cleaner heating systems and reduce emissions across public buildings. This funding is a cornerstone of the UK’s Net Zero Strategy, aiming to cut direct emissions from public sector buildings by 75% by 2037.
Our Decarbonisation of Estates Framework Agreement supports both the NHS and wider public sector to achieve their net zero goals, providing the building blocks to launch and deliver decarbonisation plans effectively. It enables organisations to:
- Implement decarbonisation strategies that slash carbon emissions
- Implement Building Information Modelling (BIM) for smarter asset management
- Improve energy efficiency by replacing internal and external wall insulation, installing ground and air source heat pumps, introducing electric heating, photovoltaic (PV) systems, ventilation upgrades and LED lighting, and replacing windows and doors to optimise the temperature of rooms
- Addresses issues including damp and mould in domestic properties, improving patient and staff experience and safety

Great British Energy Funding
Have you secured funding from Great British Energy? £100 million has been spread across 132 projects at 78 NHS trusts in England, covering around 200 sites, enabling solar investment that will slash energy bills, make the NHS more energy-efficient and resilient, and lower carbon emissions.
Through the fund, you can install solar panels and LED lights, and create renewable schemes, all of which can be accessed via Lot 1 – Decarbonisation of non-domestic / public properties, named as an approved route to market by the NHS England National Estates & Facilities team. Framework Agreement Information
The framework agreement supports customers in the delivery of decarbonisation and retrofit works to support organisations in meeting sustainability and net zero requirements as part of their Green Plans. . It reduces the environmental impact of service delivery through the use of innovative equipment, reduced energy and fuel consumption, and the monitoring of retrofit projects.

PAS 2038
Includes PAS 2038, which is the standard for retrofitting non-domestic buildings to improve energy performance is compliant with government and funding body expectations on carbon reduction. Including this means net zero and sustainability goals are supported and you are assured the best practice in energy efficiency and retrofit projects.
